Try DVD Shrink.. if you're looking for a freebie.

I've been pretty happy with Nero 7, which is mentioned here.

It includes an awesome "re-code" program which allows you to strip bits and pieces away from your dual layer and shrink the main segment to an acceptable size.

I've used DVD Shrink and can highly recommend it. You can strip out unwanted audio language streams and subtitles before considering re-encoding at a lower bit rate to reduce the size.

I had cause to use DVD Shrink last week but found it has limitations. The DVD-9 disk was so large that at maximum compression the resultant output was still too large for a standard single-layer single-sided DVD. I had to bite the bullet and buy some double-layer DVDs which are now surprisingly cheap.
